In Progress provides fiscal sponsorship to artists with ideas. The organization provides financial oversight for small film projects and community initiatives that meet our purpose of “paving the way for new voices. The purpose of providing this service is to support artists and arts groups that furthers In Progress’s purpose but is not within the scope of current programming goals.  This program does not promote commercial or profit based endeavors and must implement some public service function in order to be considered.

Fiscal SPONSORSHIP $10,000 and under.

STEPS:

  • The artist or arts group must complete a one page proposal that outlines the proposed purpose of fundraising, a tentative budget for the project; and proposed funding sources;

  • The artist will submit a resume and biography of past accomplishments;

  • The proposal will be examined by the Executive Director;

  • Upon approval, the executive director will initiate a written letter of agreement that specifies the total dollar amount that can be raised and from who.

LETTER OF AGREEMENT REQUIREMENTS

  • remit checks not to exceed monies received minus the fiscal agency fee;

  • sign all contracts/agreements received by funders

  • manage all financial information, and provide financial report information for any granted monies;

  • complete 1099 forms to any contracted individuals at the end of each tax year;

  • provide the (artist or arts group) with the appropriate non-profit status information and letter of certification that can be used for waiving sales tax on proposal specific purchases;

  • write letters of acknowledgement on behalf of the  (artist or arts group)  for any donated cash, equipment or supplies given to the group;

ARTIST RESPONSIbiLITIES

  • submit copies of all grant proposals to the In Progress 2 weeks prior to submission to the designated funder;

  • complete all granted activities as outlined within each respective grant agreement/proposal;

  • write and provide the In Progress with copies of all narrative reports, project documentation and evaluative materials;

  • inform In Progress in writing of any in-kind donations or cash contributions made to (artist or arts group);

  • draft a request for contractor form for all proposed contractors/consultants that will provide services to the  (artist or arts group)  (see attached);

  • provide original receipts for all requested reimbursements.

Breach of Contract

Each contract shall provide for administrative, contractual, and/or legal remedies in the event of a breach of contract by the contractor. Examples of breach of contract include failure to perform the work, legal violation in the course of the work, and failure to release deliverables. 

Termination

Each contract shall contain provisions for termination by both parties and shall specify reasons for termination, acceptable methods of termination, and methods for settling financial and other matters related to the contract. These provisions shall define conditions under which a contract may be terminated for default as well as procedures for termination because of circumstances beyond  the contractor’s control.

Federal Funds

Contracts which are funded by federal dollars are subject to federal conditions and restrictions. Provisions required by those agreements or by federal law or regulation shall be incorporated into the contractor agreement. The following provisions must appear in all contracts, as applicable.

 Fiscal SPONSORSHIP over $10,000

Any fiscal program with revenue exceeding $10,000 is subject to a 5% service charge. The Executive Director may initiate a contract to provide fiscal oversight of individual projects that align with In Progress’s purpose but said contract must receive board approval prior to cash disbursements.

 Procedures will be followed as listed above with the inclusion of a clause in the agreement stating the terms of the 5% surcharge.
